| Count twice, vote once Jan 4th 2013, 13:00 Last month, D.C. Council member Jim Graham's Human Services Committee approved legislation that would put new curbs on the city's welfare program for needy families. But Graham, who has opposed those curbs, didn't like how things went down. So Thursday, with a shuffled committee membership, he had the council take up new legislation without the curbs, thinking he had the votes. As the Examiner's Alan Blinder reports, he didn't. Contra Graham's assumptions and Marion Barry's best lobbying efforts, new member Anita Bonds (D-At Large) preferred to proceed with the new welfare restrictions.
