Council member Jim Graham's Human Services Committee approved legislation that would put new curbs on the city's welfare program for needy families. But Graham, who has opposed those curbs, didn't like how things went down. So Thursday, with a shuffled committee membership, he had the council take up new legislation without the curbs, thinking he had the votes. As the Examiner's Alan Blinder reports, he didn't.
