State Department delays Keystone pipeline decision

"We don't anticipate being able to conclude our own review before the end of the first quarter of this year," said Victoria Nuland, a spokeswoman at the State Department, which had previously said it would make a decision by that deadline. Texas college cleared and declared safe after shooting

HOUSTON (Reuters) - Lone Star College near Houston was cleared and declared safe on Tuesday after a shooting between two people left some people injured, acting Harris County Sheriff Armando Tello said. Both of the people involved in the altercation at the community college were in custody, he said. The college was evacuated earlier on Tuesday after the shooting, the latest in a string of school shootings since a gunman massacred 20 school children in Connecticut just over a month ago. NEW YORK (Reuters) - An ultra-Orthodox Jewish counselor was sentenced to 103 years in prison on Tuesday for sexually abusing a young female patient over three years in the insular Brooklyn community where they lived. Nechemya Weberman, who was convicted last month of sexual conduct against a child, criminal sexual acts, sexual abuse, and endangering the welfare of a child, faced up to 117 years behind bars at his sentencing. Now 18 years old and married, the victim was 12 years old when her parents sent her to Weberman, an unlicensed therapist, for counseling. ...

Philadelphia probes killing of doctor who was bound, set ablaze

PHILADELPHIA (Reuters) - Homicide detectives on Tuesday combed the Philadelphia neighborhood where a doctor was found dead, tied up and set on fire in her home. "We have detectives out at the scene, re-canvassing the area, looking for (surveillance) video, talking to neighbors," said Police Captain James Clark, head of the homicide squad. He said the autopsy report was not completed but he believes that Melissa Ketunuti, 35, was strangled on Monday in the basement of her home in the Center City neighborhood. Massachusetts crime lab chemist arraigned for evidence tampering

(Reuters) - A chemist at a western Massachusetts drug laboratory pleaded not guilty on Tuesday to charges of tampering with drug evidence, the second such accusation against a crime lab chemist in the state in recent months. Sonja Farak, 35, was arraigned on two counts of tampering with evidence and two counts of drug possession, according to a court clerk at Eastern Hampshire District Court in Belchertown, Massachusetts. New York's budget would close $1.3 billion gap without new taxes

New York Governor Andrew Cuomo talks about the New York Secure Ammunition and Firearms Enforcement Act in Albany(Reuters) - New York Governor Andrew Cuomo proposed on Tuesday a $136.5 billion state budget for fiscal 2014 that boosts education spending and closes a $1.3 billion gap without raising taxes. The spending plan, which would be a 1.9 percent increase, or $2.5 billion, from the current fiscal year, must be approved by state lawmakers. Suspicious Los Angeles hotel fire injures 14 people
