PM Update: Remaining seasonably chilly through Thursday

We're now into the period with the coldest average high temperatures of the year, so it's maybe no surprise that today was one of the chilliest we've seen this winter. Highs mainly in the mid-to-upper 30s are running a few degrees below normal, but given the sunshine and mostly light winds, it could be worse! If you were a fan of today there's good news: we do it again tomorrow.

Marion Barry was sworn in Wednesday to his third consecutive term as the D.C. Council member for Ward 8, thus starting his 15th year as a council member and his 33rd year in public office.

In that time, no doubt, Barry has accomplished much — which was certainly reflected in the biography printed in the official program for the swearing-in ceremony: "The impact of his influence, tenacity, 'big vision,' unparalleled work ethic and endurance can be felt by every resident and visitor of the Nation's Capital," the bio read.

With the holidays behind us, inauguration planning is ramping up, and word is finally out about the two official inauguration soirees that will be hosted by the Presidential Inaugural Committee.

If you needed more evidence that this year's celebrations will be far more scaled-down, the two balls represent a far smaller number of bashes than we saw in 2009, when there were upwards of 10 official balls, with regional balls, a youth ball and a Neighborhood Ball.

Cause will continue to offer the same "RG3 Dollar" specials it debuted for last Sunday's game against the Dallas Cowboys. That includes $3 pints of beer like Flying Dog's Oyster Stout and Fat Tire (some of the beers offered this week could change) along with team-specific cocktails. Michael Brown, again a Democrat, is running for D.C. Council

Michael A. Brown is hoping to keep his separation from the D.C. Council brief.

Just hours before his replacement as at-large council member was sworn in, Brown went to the D.C. Board of Elections, changed his party registration from independent to Democrat and picked up ballot petitions for the April 13 at-large special election.

Robbers hold up UPS driver in Southeast

Two men robbed a United Parcel Service driver of packages Wednesday morning in Southeast Washington, then made him drive several blocks before he was freed, according to D.C. police.

Officer Araz Alali, a police spokesman, said the attack occurred a few minutes before noon at Alabama Avenue and Reed Terrace Southeast. He said two men, one armed with a gun, jumped out of a white cargo van and threatened the UPS driver.

Man robbed, raped two women in hotel room, police say

A Woodbridge man was arrested Tuesday for allegedly raping and robbing two women at gunpoint that he had arranged to meet through an online service, Fairfax County police said.

Joshua T. Franklin, 24, of Alabama Avenue, was apprehended at an Extended Stay Motel in Springfield where he met the women, ages 18 and 25, police said.

December marked the 11th warmer-than-normal month of the 2012 calendar year and helped cement Washington, D.C.'s 2012 status as the warmest year on record. The month closed as the sixth warmest December on record.

Metro greets new year with resumption of weekend track work

After a holiday break, Metrorail's extensive maintenance program is scheduled to resume this weekend on the Red and Orange lines. Disruptions will begin at 10 p.m. Friday and continue through the rail system's midnight closing Sunday. Activity will continue most weekends this month but will pause for the presidential inauguration.

Eighty-eight murders

The District finished 2012 with 88 homicides, the lowest yearly total the city has seen since the early 1960s. The reasons are many, Allison Klein reports in The Washington Post: Fewer hardcore gangs, a changing drug trade, new police tactics, an investment in police technology, a payout of $600,000 in reward money. But even accounting, as Homicide Watch does, for four additional killings ruled self-defense, it's a historic dip under the 100-murder milestone. In the Washington Times, Andrea Noble reports that Police Chief Cathy L. Lanier now has a new number in mind: "For a city our size, there shouldn't be more than 50 homicides," Lanier said.

Possible explosive device found in Vienna parking lot

A Fairfax County bomb squad disposed of an inert grenade found in the parking lot of a Vienna automotive store Wednesday morning, police said.

An employee of the Merchant's Tire and Auto Center on Maple Ave. discovered the device around 7:30 a.m. and alerted authorities, Vienna Police said.
