The president seems either to not understand the legislative process very well or to remain undecided as to whether he wants progress or more political fighting on the gun violence issue. How else to explain why he threw into his anti-gun violence plan giant, unattainable items such as an assault-weapons ban (which we couldn't adequately define in 1994 and didn't work) alongside some common-sense items such as armed school guards and funding for mental health?

Jennifer Rubin: White House struggles with Chuck Hagel

The effort to rehabilitate a witness whose credibility and competence has been severely damaged is never easy. If the witness changes his story, he looks like a liar. If he sticks with problematic statements, he turns off those who sit in judgment. What is true in a courtroom with a jury is certainly the case with Chuck Hagel and the U.S. Senate.

What a concept A budget! "Republicans on the Senate Budget Committee have put forward a schedule for producing a budget resolution this year to committee Chairwoman Patty Murray (D-Wash.). The Senate has not passed a budget resolution since 2009, and Murray last year suggested that a budget may not get done again this year. In a letter made public Wednesday, Republicans lay out a detailed hearing and markup schedule to meet the legal deadline for producing a budget."

1. I completely agree with Ross Douthat: Anyone who believes that the 2012 election results are part of a long-term, stable, electoral "lock" of Republicans always winning the House and Democrats always winning the presidency is fooling themselves.

Jennifer Rubin: Rand Paul: Obama 'arrogant and presumptuous' about Israel

In a conference call today with a small group of journalists, Sen. Rand Paul (R-Ky.) said that President Obama was "arrogant and presumptuous" in saying in recent weeks that Israel "doesn't know what its own best interests are."
