House Republicans reversed course Tuesday evening and charted a course toward likely passage of the bipartisan agreement struck in the Senate to avoid the worst effects of the "fiscal cliff,''setting up a late-night vote to complete a dramatic day in which the critical legislation appeared to be endangered for several hours.

Supreme Court to hear Gabelli appeal of SEC civil fraud penalties

The Supreme Court will hear arguments next week in a case that will determine how much time federal securities regulators have to impose civil fraud penalties.

In Gabelli v. SEC, two Gabelli Funds officials argue that the Securities and Exchange Commission waited too long to bring a civil case accusing them of authorizing an improper trading technique at their firm. The argument raises a question often debated in legal circles: When does the clock start ticking on civil fraud cases?

Proposed 'fiscal cliff' deal falls short under three economic theories

Economists generally offer three theories for what's hampering the still-sluggish U.S. economy: the Keynesian theory, which would like to see lower taxes or more government spending; the spending/debt theory, which would like to see both of those reined in; and the uncertainty theory. Under none of them can the White House-Senate deal to avert the "fiscal cliff" be considered an economic success.

The fiscal cliff deal's price tag: -$3.9 trillion or +$600 billion

The fiscal cliff was meant to force Congress to come to an agreement on deficit reduction. It failed. Their eleventh-hour solution — if it passes the House, which is now in doubt — won't move the needle by very much on the deficit, though the price tag depends on what you're comparing it with.

Shell oil rig runs aground in Alaska

A drilling rig that Shell planned to use off Alaska's Arctic coast ran aground in a storm Monday night, after the crew had been rescued earlier by the Coast Guard. As of late Tuesday, no fuel had spilled.
