The D.C. Council's 19th legislative session winds down this month, and much remains on legislators' plates. As Tim Craig reports today, the council will vote tomorrow on lowering traffic fines, a new parking scheme for the disabled, a Bloomingdale flooding relief fund and allowing "urban beekeeping." They will also vote on whether to extend an $11 million tax break to the developers of Howard Town Center, a project that city finance officials say doesn't need tax incentives to move forward. Still, a council committee voted unanimously to approve the deal last week. Said Jack Evans (D-Ward 2), chair of the panel, said he believes the project will be a "catalyst" for an area that's pretty well catalyzed already.

Three shot outside U Street nightclub overnight

Three men were shot outside a U Street nightclub overnight, officials confirmed Monday morning.

D.C. police said the shooting happened shortly after midnight outside of Indulj Restaurant and Lounge, in the 1200 block of U Street NW.

In the hours leading to the release of the final Bowl Championship Series standings of the college football season, , there was little suspense as to who would play in this year's BCS national championship game in Miami. Top-ranked Notre Dame punched its ticket by finishing the season undefeated last week and No. 2 Alabama followed suit by defeating Georgia on Saturday in the SEC title game.

It's the sophomore season for both Mark Turgeon and Paul Hewitt, which is appropriate considering how many sophomores — and freshmen — both coaches are relying on this season.

Sunday, at Verizon Center, Turgeon's Terrapins beat Hewitt's Patriots, 69-62, in the second game of the BB&T Classic. After the game, the coaches shared a handshake and a few words, probably of encouragement. They have a lot in common besides coaching teams in the Washington area. Each is in his second season of replacing legends at his school — Gary Williams at Maryland, Jim Larranaga at Mason — and each is trying to satisfy a fan base with high expectations while putting youngsters on the court.

Almost a decade ago, a petition by the families of inmates tired of paying sky-high rates for prison telephone calls landed at the Federal Communications Commission.

Martha Wright-Reed of the District, an 86-year-old former nurse who's blind, and other petitioners didn't think it was right for their incarcerated sons and daughters to pay so much more than everyone else to keep in touch.
