Prices spike at public universities, except in Maryland

Steep declines in public funding for higher education over the past five years have forced most state universities across the country to jack up tuition and fees.

Not in Maryland.

The posted price of attending the University of Maryland and other state universities has risen 2 percent for in-state students since 2007 after adjusting for inflation — the lowest rate of increase in the nation for four-year public institutions, the College Board said in a recent report.

Fire chief revises controversial ambulance plan

The District's fire chief has backed off from a redeployment plan that would have kept the city's most advanced ambulances off the streets during early morning hours.

In November, Kenneth B. Ellerbe proposed rescheduling his department's "medic units" — 14 ambulances equipped with advanced life support technology and staffed by paramedics — to better match their availability with call volume, which peaks in the midday hours. Under his initial proposal, no medic units at all would be available between 1 and 7 a.m.

A deer, a baby, a bank robber and a head-on bus crash — all in a morning's work at Metro

Usually Metro's daily problems include broken signals or doors, disabled trains and cracked rails.

But Thursday evening and Friday morning the rail and bus system had a series of less typical troubles.

It started during Thursday evening's rush hour, at about 5 :30 when a pregnant 17-year-old went into labor aboard a Red Line train headed to Grosvenor-Strathmore.

PM Update: Light snow or mix Saturday morning into the afternoon then blustery

Temperatures today have been more or less seasonable, with highs mostly in the low 40s. The chilly air mass sets the stage for a period of snow and mixed precipitation Saturday. The wintry mix moves out Saturday afternoon and evening with cold air in its wake to close out the weekend.

"Before I Die" — This temporary project on a construction barricade at 14th and Q streets NW became a place for people to share their lifelong dreams. Inspired by a similar board in New Orleans, Sophie Miller and Dan Meredith posted the board as a tribute to a friend's grandmother. It was meant to be a secret — and if Miller hadn't broken her hand, they might not have been discovered.

Northbound Route 355 reopens hours after six-car accident

24 busy hours on Metro a baby, a deer, a robber and a bus crash

Usually Metro has a host of problems on any given day related to signal troubles, disabled trains or cracked rails.

But the past 24 hours have gone beyond the norm and into the slightly odd.

It started during Thursday evening's rush hour around 5:30 p.m. when a 17-year-old pregnant woman aboard a Red Line train headed to Grosvenor-Strathmore went into labor. Her water broke as she was on a train and medical personnel arrived to help her at Gallery Place. Passengers were offloaded from the train and the woman was taken to George Washington Hospital.

Stolen car crashes into Metro bus

Three occupants of a stolen car were arrested Friday morning after the driver evaded Prince George's County police and crashed into a car and Metro bus in the District, according to authorities.

At least three people — two of the suspects and the driver of the car that was struck — were injured and taken to area hospitals for treatment. Police said none of the injuries were serious.

National Archives to display the original Emancipation Proclamation on New Year's Eve

While New Year's Eve revelers spray bubbly across the D.C. area next week, a more historically significant gathering will take place at the National Archives. The museum is hosting Watch Night, an annual event to honor the Emancipation Proclamation, which President Abraham Lincoln issued 150 years ago, on Jan. 1, 1863.

Bank robber arrested on Metro train

There seems to be a new getaway vehicle — a Metro train.

Police arrested a man who robbed a bank on K Street NW Friday morning at the Dupont Metro stop.

The man was said to have robbed a Wells Fargo bank on K Street. About 10 a.m., Metro Transit Police received a call from D.C. police asking them to hold trains at Dupont. A train, headed toward Glenmont, was held for six minutes, said Metro chief spokesman Dan Stessel.

Today's frigid winds notwithstanding, 2012 was the hottest year on record for Washington, Capital Weather Gang's Matt Rogers reports: "The record will be broken by a landslide. With only a few days left in the year, D.C. should finish 1.3 degrees F warmer than the previous warmest year on record, 1991." What's that, you say? The year's not over yet? Well, Rogers calculates, temperatures between Thursday and Monday "would have to average about 80 degrees below zero not to break the record." The reasons are varied: In the short term, you can blame a negative Pacific Decadal Oscillation. In the longer view, urbanization and climate change are playing a big role.

The weekend and beyond: storm warnings, Sunday night football, holiday schedules

With almost all road and track work suspended for the long holiday weekend, the main obstacle to weekend travel is likely to be Saturday's weather. Warmth, and storms arguably boosted by that warmth, dominated local weather headlines in 2012. After a winter without a winter, we got off to a blazing start to the warm season with the toastiest March on record, and then we were unfortunate enough to deal with our third top-three hottest summer of heat in as many years.
