WASHINGTON (Reuters) - Federal agencies in Washington, D.C., will be open on Wednesday, after massive storm Sandy essentially shut down the federal government for two days. The U.S. Office of Personnel Management also announced that federal government employees in Washington will have the option for unscheduled leave on Wednesday. Two of the new deaths were in Michigan, which now has reported seven fatalities, and one in Tennessee which has confirmed 11 deaths, the CDC said. The two states have been the hardest hit by the outbreak, first discovered in Tennessee late last month. ...

SACRAMENTO (Reuters) - A federal appeals court has overturned the death sentence of California's longest serving death row inmate, a 54-year-old Mono Indian man convicted in 1978 for killing a woman during a drug- and alcohol-fueled carjacking. Douglas Stankewitz, who has spent 34 years awaiting execution, will be re-sentenced to life without the possibility of parole unless prosecutors decide within 90 days to retry the penalty phase of his trial, which would consider punishment only, not guilt or innocence. ...

WASHINGTON (Reuters) - The nation's capital appeared to have escaped the worst of monster storm Sandy on Tuesday, although concerns remained about the potential for severe flooding along the Potomac River. Intelligence spending fell in 2012 for second year in a row

WASHINGTON (Reuters) - The U.S. government's total spending on intelligence activities fell in 2012, the second year in a row of declines after years of soaring security spending since the September 11 attacks in 2001. The Office of Director of National Intelligence, the top U.S. intelligence authority, announced on Tuesday that total funding appropriated for the National Intelligence Program, covering activities of the CIA and high-tech spy agencies such as the National Reconnaissance Office, was $53.9 billion in Fiscal Year 2012, which ended on September 30.
