Abdur-Rahmaan Kelly's spikes were filled with water. His tall, white socks were now black with dirt and mud was caked onto the back of his jersey.

No matter how much of the three-mile Fort DuPont Park course the Theodore Roosevelt senior picked up along his way, he left just as much of himself out there on it. Beneath a gray sky and cold drizzle, Kelly showed the grit and heart necessary to win Thursday's D.C. Interscholastic Athletic Association cross-country championships in Southeast. He overcame a race-long deficit and a late wrong turn to outkick Noah Howard of Wilson in the final strides and steal the victory in 16 minutes 15 seconds.

Delays slow evening commute on Red Line

Metro is single tracking Red Line trains between Friendship Heights and Medical Center stations Thursday afternoon, due to arcing insulation in a tunnel, transit officials said.

Officials expect 40-minute delays for trains and a track repair crew is en route, said Dan Stessel, a Metro spokesman.

Sandy forces elections board to hand deliver and FedEx absentee ballots

District residents fretting about their absentee ballots could see their ballots delivered by hand or FedEx by Election Day as the D.C. Board of Elections scrambles because of Superstorm Sandy.

Wesley Williams, public affairs manager of the Office of Campaign Finance and a spokesman for the elections board, said Thursday that the board is sending some requested absentee ballots by mail and FedEx and is hand delivering others. The overnight shipping and hand delivery are unusual. "Because of the hurricane and the loss of two days because of it, the Board instituted these two options to expedite delivery," he said in an e-mail.

Kwame Brown apologizes to the judge who will sentence him

Former D.C. Council Chairman Kwame R. Brown tendered an apology Thursday to the judge who will sentence him later this month on a bank fraud charge.

"My public humiliation, the pain that I have caused to my family, friends and supporters, the embarrassment that I have caused to the city that I love are all the consequences of my actions," Brown wrote to U.S. District Judge Richard J. Leon. "I did not intend those consequences, but they are the product of my actions nonetheless."

Paving to begin on Beltway in Silver Spring

Workers are about to begin one of the final phases of the biggest project now underway on the Maryland side of the Capital Beltway. Starting Thursday night, they will be closing lanes on the Northwest Branch bridge in Silver Spring to resurface the roadway.

Last week, you'll recall, I noted that planning was underway for a massive 70th birthday bash for Mayor Vincent C. Gray — including recruiting for the all-important host committee list.

Well, the invites are out, and there will be no shortage of hosts — roughly 200, in fact, will be helping to "hit a home run" for Gray's constituent service fund. The list is a who's-who of old friends and lawyers and lobbyists and activists and developers and city contractors and other big machers who often show up on these sorts of things.

This long lead time was critical for preparation efforts from the Mid-Atlantic to the Northeast and no doubt saved lives.

Man killed, more than a dozen robbed in D.C.

A Maryland man was fatally shot Wednesday night in Northeast Washington, part of a spasm of violence in the District that included more than a dozen robberies stretching into Thursday morning.

The crimes occurred at all hours in every quadrant of the city except Southwest, according to D.C. police. They included a robbery downtown on M Street about 7 a.m. Thursday as people were heading to work and two assaults south of Dupont Circle a half-hour apart early Thursday that police said appeared to be related.
