Judge’s immigration ruling doesn’t sit well south of the border

Today was supposed to be the first day that many Mexicans and Central Americans living in the U.S. without documents could start applying for work permits and to avoid deportation. Instead, a ruling Monday by a U.S. district judge caused the administration to temporarily postpone any action.
